基于熵权法的我国烟草行业高价值专利评价分析

Evaluation of high-value patents held by the tobacco industry of China based on entropy weight method

  • 摘要: 为快速批量评估我国烟草行业高价值专利,以烟草行业中有效发明专利和实用新型专利为研究对象,基于熵权法构建了高价值专利评价体系。该体系由战略价值、技术价值、法律价值和经济价值4个维度及各维度相应的多项评价指标组成。使用熵权法计算每个维度的指标权重,最终得出专利的综合价值。进一步使用支持向量机(Support Vector Machine,SVM)算法和中心差分法确定了烟草行业高价值专利的综合价值阈值为0.075 1,共筛选出1 001件高价值专利,与行业获奖专利、国家认定高价值发明专利具有较高的吻合率。对烟草行业高价值专利数据集各维度价值进行统计并与全部专利样本集对比分析,结果表明:烟草行业高价值专利数据集的技术价值均值最高,总体经济价值均值最低,在4个价值维度及综合价值方面均明显优于全部专利样本集。该评价体系可为我国烟草行业快速、准确筛选高价值专利提供技术支持。

     

    Abstract: To quickly evaluate high-value patents, valid patents of invention and utility model owned by the tobacco industry of China were studied. An evaluation system for high-value patents was established based on the entropy weight method, which includes four dimensions: strategic value, technological value, legal value, and economic value, along with corresponding evaluation indicators for each dimension. The entropy weight method was used to calculate the weight of each indicator and finally derive a composite value for each patent. Using the Support Vector Machine (SVM) algorithm and the central difference method, a comprehensive value threshold of 0.075 1 was determined to identify high-value patents in the tobacco industry, and a total of 1 001 patents were selected. Those patents are highly concordant with the patents awarded by the industry and national certified high-value invention patents. The value of each of four dimensions across the high-value patent dataset were statistically analyzed and compared with the total patent sample set. The results indicated that the high-value patent dataset featured the highest average technological value and the lowest average total economic value, significantly outperformed the total patent sample set in all four value dimensions and the composite value. This evaluation system provides technical support for rapid and accurate screening of high-value patents.
