Abstract: Aiming at the characteristics and problems of logistics in tobacco industry,a Fourth Party Logistics(4PL) management pattern was proposed.In this management pattern,the industry implemented united logistics management through virtual logistics organization by integrating logistics resources.It got rid of the limitations of logistics alliance organized on the basis of individual tobacco enterprise,enable the effective use of logistics resources and enhance the whole competitiveness of the industry.
