Abstract: The conception and functions of science and technology management were introduced and the characteristics of science and technology management in cigarette industry enterprises were analysed according to the principle which should be followed by science and technology management.The issues, such as strategy, team construction, stimulation mechanism of the technology center in cigarette industry enterprises were also discussed.The management idea of enterprise technology center was proposed.The cigarette industry enterprises were suggested to create a science and technology management system which is guided by strategy, bonded by projects, guaranteed by inspiritment, and the system should encourage team work, adapt to the enterprise's facts, and conform with the rule of tobacco research.
