Abstract: In order to make the organization, management and production departments at all levels responsible for tobacco production well understand the good agricultural production (GAP) adopted in developed countries, popularize GAP, and raise the levels of tobacco production technology and quality management in China rapidly and roundly, the concept of GAP, meaning and measures of GAP implementation, and practical experiences of GAP implementation and establishment of tobacco quality tracing system in Luliang County of Yunnan Province in 2003 were introduced in detail. It was considered that 1) the implementation of GAP by Luliang County tobacco company was successful, the measures were suitable, the effect was significant. It radically changed the conventional practices in tobacco production, management, purchase and quality control, and created a new way for Chinese tobacco to improve quality and enter into global market on a large scale; 2) GAP was a feasible, practicable, and effective quality tobacco production and management method, and the only way for improving the quality of Chinese tobacco.
